finished building and documenting the sent status system and fixing extant tests, sent status itself still needs tests

Make BuildReceptionIdentity public, and make backup restore function return a reception identity object

Add debugging and comments for rekey. Add special output for received messages which should not be printable on the command line

Initial params refactor. This doesn't fix anything but gets it into a state where one can make progress
