Modify the round logic -- if it's not found then we print a warning, and we only return an error when it was found but unloadable for some reason

Modify round processing to not attempt to access rounds when we are working with contact versions that are 0

add a V0 upgrade path for previous negotiations... there are other components that may also need anupgrade path here
