Recipient must be connected to the network in order for a file transfer to begin

It seems the recipient app must be connected to the network in order to acknowledge the file transfer initiation message

Reproduction Steps

• Begin file transfer to recipient ID
• Ensure recipient app is not running/not on the network

Expected Outcome

Client will initiate the transfer without acknowledgement from the recipient and send all file parts to the network. Recipient will begin to receive the sent file parts when they are next online.

Actual Outcome

The client app will timeout on the initial “initiate” file transfer message
