Dummy Message Pause & Resume API

This ticket required the creation of a pause and resume API call for dummy traffic. This functionality already existed, in the SetStatus call. This call, while well documented, was misguided in its approach as a proper API. So the underlying functionality was consumed an repurposed for Resume/Pause API calls.
