Provide README and example-debug.sh

Provide a README.md file.

Fixes #1 (closed)

Also provides a new example-debug.sh script which includes debugging, automatically tracks the generated output files in git, records some votes, shows which ballots should be tallied, etc.

Just keep entering the same password, and it will run all the way thru.
